Facility Security Officer (FSO)

Job Description

ATA is seeking a dynamic, highly motivated and well-organized individual with prior experience administering U.S. government security policies and procedures to serve as a Facility Security Officer (FSO). The FSO will be part of the corporate headquarters staff, and will be responsible for daily security operations and National Industrial Security Program (NISP) compliance. The successful candidate will provide support for all security functions in accordance with the ICDs and the NISPOM to include managing approximately 200 PCLs associated with collateral and SCI programs.

Essential Functions:

The FSO's duties will include:

  • - Providing expertise, guidance, and advice to staff concerning all security-related functions

  • - Ensuring compliance with the National Industrial Security Program via the current
     
      Government regulations as well as various Intelligence Community Directives (ICDs) required
     
      for Sensitive Compartmented Information program procedures

  • - Establish and maintain a working relationship with DSS in filing necessary clearance paperwork
     
      for new employees and periodic reviews for current employees

  • - Maintaining accounts for processing SCI security clearances and collateral clearances using the
     
      Joint Personnel Adjudication System (JPAS)

  • - Processing personnel security clearances via the e-QIP system

  • - Records maintenance

  • - Support for classified Automated Information Systems (AIS)

  • - Administering security awareness training programs

  • - Preparing visit requests

  • - Identification, analysis and resolution of security-related matters

  • - Visitor control functions, including badging

  • - Preparing for, and managing the DSS audits to include Security Vulnerability Audits (SVAs)

  • - Providing guidance and instruction to employees to ensure completion of security paperwork

  • - Reviewing all security paperwork for accuracy, completion, and submission via the e-QIP system

  • - Establishing and maintaining a working relationship with DSS in filing necessary clearance
     
      paperwork for new employees and periodic reviews for current employees

  • - Maintaining a working relationship with each contract's security office for processing and
     
      maintaining employee clearances

  • - Providing follow-up clearance status on processed clearances to managers for specific contracts

  • - Writing security policies/procedures and preparing written reports of surveys and inspections

  • - Maintaining all security documentation and files in accordance with DSS requirements

  • - Preparing necessary paperwork in support of a DSS investigation or annual visit and meeting
     
      with DSS representative upon request

  • - Supporting the development and continuing accreditation of classified AIS

  • - Providing backup to HR Generalist in all duties

  • - Ability and willingness to back up other Corporate Functions as assigned (i.e., Quality, ITAR, etc.)

  • - Perform all other duties as assigned

Daily duties will include:

  • - Conducting new employee briefings, exit interviews, and debriefings

  • - Coordination of periodic reinvestigations

  • - Preparation of DD254 forms for subcontractors

Annual duties will include:

  • - Preparing refresher training and self-inspections

Requirements:

  • - 3+ years of current specialized experience

  • - Completion of Formal DSS Academy or Center for Development of Security Excellence (CDSE)
     
      training course(s)

  • - FSO Certification for Possessing Facility

  • - In-depth knowledge of the National Industrial Security Program (NISP) and experience with
     
      Department of Security Services (DSS)

  • - Proficient in JPAS and the e-QIP database system

  • - Proficient with the National Industrial Security System (NISS) formerly known as the Industrial
     
      Security Facilities Database (ISFD)

  • - Proficient with the National Industrial Security System (NISS) formerly known as the Electronic
     
      Facility Clearance System (e-FCL)

  • - Prepare necessary paperwork in support of a DSS investigation or annual visit and meet
     
      with DSS representative upon request

  • - Proficient computer and MS Office skills

  • - Ability and willingness to back up other Corporate Functions as assigned (i.e. HR, Quality, etc.)

  • - Understanding of the intelligence community and access requests

  • - Knowledge of the Risk Management Framework (RMF)

  • - Experience working in an approved Closed Area

  • - Experience working in an accredited SCIF

  • - General COMSEC Knowledge

  • - Current United States Department of Defense Top Secret Clearance required

Preferred Education and Experience:

  • - Bachelor's degree in Industrial Security and 7+ years of current specialized experience

  • - SCI eligibility

  • - Other desired skills such as: report writing, administrative writing, Microsoft Office
     
      proficiency, organizational skills, and problem solving, are a definite plus.

Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are nominally Monday through Friday, 8:00 a.m. to 5 p.m.

Travel: Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
