Sr. Program Manager and Group Lead for Program Management

Job Description

As the Group Lead (GL) for ATA Program Managers (PM), responsibilities include designing, coordinating, and improving the internal and external processes to efficiently and effectively execute technical programs. This is a management role with supervisory responsibilities and requirements to support the pursuit of corporate strategic goals including technical capability expansion, business development, and profitability. As GL in a semi-matrixed organization, communications with other all other groups, business development campaign managers, project control, contracts/subcontracts, purchasing, finance, fabrication staff, and the executive staff is required.

The GL will work to provide right-sized standardization of approaches and processes across the corporation’s suite of programs. “Best Practices” should be applied in a manager that achieves corporate objectives while retaining the culture of a “small to mid-sized company”. Other responsibilities include; oversight of all ATA Programs, assessing performance on all ATA Programs, deconflicting resources when necessary, assessing PM performance, mentoring PMs, hiring PMs, and determining the training needs of the PM Group and individual PMs.

As a Senior Program Manager (Sr. PM), responsibilities in program execution per contractual requirements ensuring deliverables are on-time or early and with-in or under cost. The PM must manage a program in such a way as to reduce risk while maximizing profit. This position requires proposal input, requirements decomposition, program planning, program tracking, making necessary program adjustments, leading a team drawn from ATA’s matrixed technical groups, close interface with customers and communicating with corporate staff as to program status.

PM Group Lead Duties: 

  • - Grow and incubate program management talent that can function as program managers/deputy
     
      program managers to help position ATA to capture and execute additional programs

  • - Mentor and coach ATA PM’s and perform supervisor duties to include performance assessments

  • - Oversee the execution of ATA’s suite of programs for cost, schedule, and technical execution

  • - Plan and guide a capabilities build-up of program management domain knowledge: Initiating,
     
      Planning, Executing, Monitoring and Control, and Closing/span>

  • - Guide the use of tools to analyze and execute performance-based program management

  • - Partner with Directors, Business Unit Managers, Campaign Managers, and the Chief Engineer
     
      ensuring use of corporate resources are aligned with corporate vision. This includes
     
      deconflicting resources when necessary.

  • - Lead training, tailoring, execution, maintenance, and improvement of program management
     
      processes

  • - Ensure compliance with management policies, processes, and procedures

  • - Coordinate and lead Program Reviews for ATA’s portfolio of active programs

  • - Cooperate with the human resource department and participate in the employee acquisition
     
      (recruitment, hiring, on-boarding, and mentoring) processes

Senior PM Duties: 

  • - As PM on technical programs, manage the program to comply with contractual requirements
     
      while maximizing profits

  • - Participate in program pursuit, provide proposal input, plan program execution, manage
     
      to plan, measure performance, assess program risk, adjust program tasking as needed
     
      to ensure successful execution, work closely with customers to achieve high levels
     
      of customer satisfaction, and provide program close-out support

  • - Work with other Group Leads to access the necessary talent for program execution

  • - Work closely with Project Control staff for financial performance data necessary to manage
     
      the program

  • - Work closely with BD Campaign Managers to maintain total awareness of related programs
     
      that are with the same customer or related customers

Required: 

  • - Bachelor’s degree in a technical field with business acumen: 10+ years engineering experience
     
      with 7-10 years technical program management experience

  • - Demonstrated knowledge for effective functioning of processes

  • - Must be a U.S. citizen

Desired: 

  • - Master’s in Business Administration coupled with a technical degree: 5-7 years of engineering
     
      working experience with 7-10 years engineering management

  • - Three+ years in Technical Recruiting

  • - Current U.S. DoD Secret security clearance
