Facility Security Officer (FSO)

Job Description

A-Tech Corporation, d.b.a. Applied Technology Associates (ATA) currently has an opening for a Facility Security Officer (FSO) in Albuquerque, NM.

ATA is seeking a dynamic, highly motivated and well organized individual with prior experience administering U.S. government security policies and procedures to serve as a Facility Security Officer (FSO). The FSO will be part of the corporate headquarters staff, be responsible for daily security operations and National Industrial Security Program (NISP) compliance. This is a permanent full-time position.

The FSO will provide expertise, guidance and advice to staff concerning all security administrative functions. The successful candidate will ensure compliance with the National Industrial Security Program via the current Government regulations as well as various Intelligence Community Directives (ICDs) required for Sensitive Compartmented Information program procedures. The FSO provides daily functional support to the facilities personnel, physical, and information security requirements and maintains up-to-date knowledge of changes in security rules and procedures. The FSO maintains accounts for processing SCI security clearances using the Army's Army Service Component Commands (ACCS), and collateral clearances using the Joint Personnel Adjudication System (JPAS). Functions include the processing of personnel security clearances via the e-Qip system, records maintenance, understanding of the intelligence community and access requests, supporting classified Automated Information Systems (AIS), administering security awareness training programs and preparing visit requests.

This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters. The successful candidate will provide support for all security functions in accordance with the ICDs and the NISPOM to include managing approximately 200 PCLs associated with collateral and SCI programs. The individual will be responsible for visitor control functions. Daily duties will include conducting new employee briefings, exit interviews and debriefings, investigating and reporting security violations, incident reports, and coordination of periodic reinvestigation's and preparation of DD254 forms for subcontractors. Annual duties include preparing refresher training, self-inspections, and DSS audits.

Requirements:

  • - Review all security paperwork for accuracy, completion and submission via the e-Qip system

  • - Provide guidance and instruction to employees to ensure completion of security paperwork

  • - Establish and maintain a working relationship with DSS in filing necessary clearance paperwork
     
      for new employees and periodic reviews for current employees

  • - Maintain a working relationship with each contract's security office for processing and maintaining
     
      employee clearances

  • - Provide follow-up clearance status on processed clearances to managers for specific contracts

  • - Write security policies/procedures and prepare written reports of surveys and inspections

  • - Maintain all security documentation and files in accordance with DSS requirements

  • - Prepare necessary paperwork in support of a DSS investigation or annual visit and meet
     
      with DSS representative upon request

  • - Support the development and continuing accreditation of classified AIS

  • - Ability and willingness to back up other Corporate Functions as assigned (i.e. HR, Quality, etc.)

  • - Other desired skills such as: report writing, administrative writing, Microsoft
     
      Office proficiency, organizational skills, and problem solving, are a definite plus

Desired: 

  • - Bachelor's degree preferred or 3+ years of specialized experience

  • - Must be aware of present day security issues

  • - Preferred in-depth knowledge of the National Industrial Security Program (NISP) and
     
      experience with Department of Security Services (DSS)

  • - Proficient in JPAS and the e-Qip database system

  • - Proficient in the preparation of DD254 forms

  • - Proficient with the Industrial Security Facilities Database (ISFD)

  • - Proficient with Electronic Facility Clearance System (e-FCL)

  • - Completion of Formal DSS Academy or Center for Development of Security Excellence (CDSE)
     
      training course(s). FSO Certification for Possessing Facility

  • - Proficient computer and MS Office skills

  • - Knowledge of the Risk Management Framework (RMF)

  • - Experience working in an approved Closed Area

  • - Experience working in an accredited SCIF

  • - General COMSEC knowledge

  • - Strong organizational and administrative skills

  • - Current U.S. DoD Top Secret Clearance required. SCI eligibility preferred.
