Procurement/Subcontract Manager

Job Description

The individual will be responsible for administrating all procurement activities, including subcontracts while ensuring compliance with company policies and procedures and government regulations.


  • - Perform pre-award subcontract activities, develop subcontracting plan, subcontractor resourcing,
      interface with various user groups (engineering, construction, operations) in support of
      preparation of issuing RFP’s/IFB’s, conduct pre-bid meetings, bid evaluation and price
      negotiations, award recommendations, and contract execution

  • - Negotiate subcontract terms and conditions

  • - Perform all facets of post award subcontract administration

  • - Administer changes to subcontracts

  • - Be proactive with subcontractors to ensure contract compliance, and that various reporting and
      contract requirements, invoices and supporting documents are submitted in a timely manner

  • - Perform close out of subcontracts and finalize outstanding subcontract issues, final invoices,
      and subcontractor performance evaluations

  • - Maintain the DCMA approved purchasing system

  • - Supervise from two to five buyers/administrative assistants


  • - Bachelor’s degree from an accredited university and at least 5 years of relevant experience
      with a wide variety of contract types

  • - Strong interpersonal and organizational skills, work ethic, and commitment to providing
      excellent customer service, while establishing and maintaining effective working relationships

  • - Polished and professional negotiation and communication skills, both verbal and written

  • - Highly organized with meticulous attention to detail

  • - Ability to think strategically, multi-task, attend to detail/deadlines, and work well
      under pressure

  • - Self-motivated to manage multiple projects simultaneously, excellent problem-solving skills,
      and ability to be flexible and adapt with change

  • - Flexible and able to quickly learn, adopt new technologies, and adapt to changes in systems,
      tools, and processes

  • - Advanced proficiency in Microsoft Office, file management, and other automated system

  • - A good working knowledge of the Federal Acquisition Regulations and the CFRs

  • - Ability to obtain and maintain a U.S. DoD Security Clearance


  • - Optimistic and positive attitude with a demonstrated deep commitment to the highest level
      of customer service

  • - Team player

  • - Experience working with Deltek Financial Systems or similar enterprise financial systems

  • - Creativity and flexibility in working contracts, change orders, etc.

  • - Ability to switch direction quickly and meet deadlines
